MoCAP

MoCAP is a new and unique effort to assist nonprofits and governmental health organizations that want to submit applications for federal funding available through the Affordable Care Act (ACA).  MoCAP was approved by the Board of Directors of Missouri Foundation for Health (MFH) in May 2010.

Goal & Overview
MoCAP’s goal is to ensure that community health and prevention programs in Missouri have adequate support through federal dollars authorized through ACA.

 Through MoCAP, MFH will:

  • Monitor federal funding opportunities appropriate to Missouri communities
  • Communicate with eligible nonprofits and organizations about those opportunities
  • Provide web-based and individual consulting services and technical assistance to nonprofits and organizations in preparing and submitting funding proposals
  • Monitor success and failure, and share lessons learned from those results (Note: This is only for the application, review and funding process, not for monitoring the performance of carrying out approved grants.)

Criteria

  • Nonprofits and governmental health organizations must provide

services within the MFH service region.

  • Organizations need not be current or former MFH grantees.

Why MoCAP is Needed

  • National ACA allocation for 2010: (announced by U.S. Department of Health and Human Services)

1)    $250 million for community and clinical prevention, public health infrastructure, research and tracking activities, and public health training.

2)    $250 million for primary care workforce programs.

  • ACA allocations are designed to be available for many years to come.  They will increase by $250 million each year until a stable $2 billion annual funding level is reached.
  • Historically, Missouri organizations have been less than successful in supporting community health and prevention programs by capturing their reasonable share of available federal funds.  This is in part because the competitive procurement process includes complex applications, electronic filing process and short application periods.
  • Many Missouri organizations do not have adequate expertise or resources to prepare competitive applications, even though they are capable of carrying out a project if funded.
